Unable to decrypt Bitlocker

When a machine is not decrypting with the following error.
 

"Group policy settings require the use of a start key and a pin. choose this bitlocker start option"

You can still decrypt it using the PowerShell below.

PS C:\>Disable-BitLocker -MountPoint "C:"
